In the area of maritime traffic, IN2 enters late nineties as a part of consortium for the Ministry of Maritime Affairs informatization. IN2 was responsible for development of following modules: Vessels registry, Maritime certificates, confirmations and books, Arrival and Departures of vessels and Maritime inspections. Current users are employees of Ministry of the Maritime Affairs, Port authorities and educational institutions which educate maritime personnel (all together more than 300 users).
Vessels registry is the central module of the system, where all Croatian boats are registered. Besides marine and river vessels, immobile coastal objects, floating objects, etc. are also registered. Transferring books into digital form is in progress, with a goal of forming vessel digital collection of documents.
Maritime inspections application is used by inspectors of Ministry of Maritime Affairswho are responsible for inspection surveillance over domestic and foreign vessels which sail the territorial sea of the Republic of Croatia. The application supports the entry of vessels/objects of inspection surveillance, its valid certificates and information about the surveillance itself. On the basis of surveillance results, the inspectors enter the information regarding the noticed flaws and define the necessary measures which should be taken.
With application Arrivals and Departures of vessels, traffic is monitored in all Croatian harbors. Besides the arrival and departure time, special modules of the application monitor the boarding and disembarking of sailors and passengers, and (un)loading cargo. The system is currently evidentiary, and the data is filled in Port authorities using special forms. However, by the middle of 2012, this system will expand to CIMIS – Croatian Integrated Maritime Information System which will receive all information through communication in real time from all participants of the process (vessels, vessel agents, towboats, pilot, port authorities, port administration,…).

The future system will communicate with VTMIS – Vessel Traffic Monitoring and Information System, with emphasis on security of cabotage and sailing within protected ecological-fishing zone of the Republic of Croatia. Information about maritime objects willbe exchanged with the European system SafeSeaNET, aimed to prevent maritime accidents, protect sea from the pollution and ensure passengers safety.
Maritime certificates, confirmations and books represent the application system of issuing and monitoring professional capabilities of sailors in accordance with STCW convention requirements. With these certificates, Croatian sailors prove that they are qualified for working on ships in accordance with international maritime standards. In accordance with the ILO Convention 185 requirements, Obligatory system for sailor´s identification is currently being implemented and will be based on biometric identification of the sailors. The experience IN2 group has in the area of acquisition, storing and processing biometric data, proven on state border surveillance systems and ePassports, will accelerate this process and introduce the best world practice in this area.
